How do i get tiptron in super paper mario ?

i've been searching answers on google and the people say to go to 3-4 and buy tiptron from francis i did go to 3-4 and i don't see francis in his room can someone help me? am i supose to finish the game first to get tiptron? please help

Yeah you have to beat the game first, then go to Fancis to get Tiptron, but you have to pay 999 coins.
