If you mean the eighth and ninth islands in the Sevii Islands -- Navel Rock and Birth Island -- you don't. For Navel Rock, you need the Mysticticket, and for Birth Island, you need an Auroraticket.  These things are Nintendo event exclusives, unless you have an Action Replay.
