How do i go about changing a last name?

i live in california and my son who is 16 going on 17 a senior in high school wants to change his last name to my maiden name he is not close to his real father and he wants to be a stephens and has been asking me for a couple of years now to change it but i figured when he is 18 he can do if he still wants to! he has told me that his father has never done anything for him and i have been his father and mother and he wants to carry on my last name his grandfathers last name (my dad) well i have decided to do it but don't know where to start do any of you have an idea of what the procedure it ?
