  1. It really depends on whether you're talking about an a.) internet radio station or a b.) terrestrial (over the air) radio station.  For "a" it's pretty simple.  Find a web host  who streams, get you a phat PC (or mac) a good automation system - - nice free one at mixtime.com - - don't forget music licensing with ASCAP, BMI, & SESAC if you plan on playing any form of mainstream music.  If it's "b", file an application with the FCC to have a frequency study done in the market where you want to set up the radio station.  If you find a frequency, then you'll need to reserve it, then apply for call letters or the legal name your radio station will be known by the FCC.  Hire a good lawyer and an FCC approved engineer who is also an IT guy.  Of course, you'll need to follow the basic steps in starting a business as well.  I hope I was able to help in some way.  Best of luck.

  2. Jon is absolutely correct.  Starting a radio station on the net is pretty simple and not too many restrictions.

    Try http://www.live365.com as a start.

I doubt that you can obtain an AM or FM frequency unless it's on the south pole.  Practically all frequencies are in use almost everywhere, especially in large metropolitan areas.  Starting a commercial station is very expensive and time consuming.  You are better off buying an existing station.
