How do i hook my pa system to my 148 cobra cb radio?

i was told i can not chat with people if my pa would be hooked up.

on the back of the radio is a plug in for outside pa. But once it's hooked up no you can't chat with others on the radio only to the people outside the vehicle,providing you have a speaker hooked up to the radio as well.
