How do i issue a strike for a non paying bidder on ebay?

the person has registered 2 weeks ago and hasn't bought or sold anything and bid on my item, hadn't paid for it, its been about 9 or 10 days now, they've had a message from ebay telling them to pay me but no response still, so how do i give them a strike so i can relist my item?

it says i need a response from them but ill never get a response from them,the clue in their name gave away that this person was 16 and just joking with it but i want to give them a strike

  1. You can one or two ways with this...

    - contact ebay and explain your situation a clearly os possible. when discussing this matter with ebay be sure to have your item number available. they will give " ebay correct " advice on this matter. it might mean giving the potential buyer a few more days to respond. sometimes people are unaware  they've won a bid either because they're on vacation or some sort of computer malfunction.

    the other way is to give up on the buyer, send one last notice and then realist the item. as far as feedback for this transaction, i don't think you can leave a negative rating anymore without serious justification. either leave a neutral rating or none at all and walk away from that buyer.
