  1. Just don't let them out of the house, make sure they have collars with your phone number on it and get them microchiped at your vet's.  That's about all you can do if you don't want to get them fixed.

  2. get an electric fence

  3. get them chipped and get a tag for ther collers

  4. Microchip your dog and cat and make sure that both wear collars with tags containing your contact information at all times, not just when they are outside.  Many dogs 'sneak out' when a door is opened without their collars on and have no ID.  If they are always wearing their collars, this won't happen.  If they are microchipped, and they lose their collars, shelters will scan for them and can contact you.  Private parties may not check for one.  That's why it's important to have both the ID tags and the microchip.  If your pet is stolen or the person who finds them decides to keep them, the microchip will also serve as permanent proof of ownership should you locate your pet.

  5. The best thing to do is get it microchipped. It's the most fastest accurate way of finding a lost animal.

  6. Keep your cat inside.  Keep your dog on a leash.  Sounds like you're doing what you should already.

In the event your cat gets out of the house or your dog gets off the leash, a microchip id, properly registered with your current contact information would increase the odds of you being reunited with your pet tremendously.
