  1. If you are unable to work, you might qualify for EI sickness benefits, if you don't, you can go on welfare and ask them about applying for some kind of disability, temporary or otherwise.  If you can work, they don't give you disability.  It's not a lot of money you would get anyway.

How about settlement from the insurance on the car? Have you looked into that?  You could ask an ambulance chaser, if you have a case, they are more than happy to fight for you for a percentage of the profit.

  2. You can apply but realize it is not what happened to you, but whether you are able to work.  They would consider retraining for work first if it was possible for you to work.

  3. There is no disability "certificate" per se. Whether you would be eligible for any disability benefits is based on whether you can work or not. Just because you had a car accident does not mean you can get disability benefits but whether the medical consequences of your accident prevent you from working.

Also bear in mind that any disability benefits you may actually receive are based on your CPP contributions. The more you contributed, the more you could get. However, even that isn't a huge amount so I would not count on it.

  4. It used to be the Ministry of Community and Social Services that would help.  You should contact your closest office.
