  1. On a given day? http://www.spc.noaa.gov/

Or in general?  Severe weather is most common during May and June.   The Midwest is frequently a battleground between cold dry air coming out of Canada and warm, moist air coming from the Gulf of Mexico.  In general the greater the temperature variant, the stronger the storms.

  2. i agree with the spc.noaa.gov. Climatologically, the southern great plains (texas, kansas, oklahoma) into the southern ohio valley and tennessee valley are hot spots for severe weather in the spring. in the summer, the upper plains (ND, SD), northeast, and ohio valley are noteable severe weather areas. And in the fall, mainly east of the Mississippi and in the southern ohio valley and east the the mid atlantic and then the south. The south (MS, AL, LA, FL, GA) are severe weather hot spots in the winter.
