  1. probably with a (metal preferably) rake.

  2. you need a concrete base

  3. If you plan putting the shed directly on the ground here's how you do it.  First mark out the area and spade up a foot of soil.  Next set up a string across the area and use a string level in the center of the string.  When the string is level begin to rake the area out.  Use a tape measure to to ensure the soil is the same distance to the string across the whole area.

  4. Depending on the type of material you are using for a sub-base. If you are using plain stone( coarse aggregate) a raking  should suffice. If you are using a blended material of fine and coarse aggregates (quarry process) then it needs to be compacted usually by a tamper or small roller.

Stake out the foot print (example if shed is 10'x10') of the shed plus two (2) feet in each direction, for a total area of 12'x12'. Use construction string set it at the desire height and connect all the stakes around the perimeter of the footprint. Using a line level, level all the lines. This shows you that 2' inside the lines is where the shed will be and the height with in the area where you are to place the sub-base material.
