Find something he enjoys doing and make him do it.....Like, I make my lil bro. watch his favorite movie.

He just wants attention - which you should give at some point when it's convenient.  In the meantime, explain to him that you'll spend some time when you're done doing whatever you're doing when he bugs you.  

Why?   Just ask any sibling who's brother died at a very young age - chances are they'll tell you they would LOVE to have their brother back bugging them.
