How do i make a Topographic Map with contour lines?

put the elevations on a map and then connect the points of equal elevation with a line (this is a contour line since all lines along that point have the same elevation).  

For example, if you have four data points that were arranged as 400 to the north, 450 to the east, 500 to the south and 450 to the west, you could connect the east and west points (both are 450) with a line drawn east to west.  then you could draw a line parallel to that line through the north point (400) and another to parallel to the line through the south point (500).  Those four simple points would give you three contour lines using 50' contour interval.
