How do i make a free website/forum?

My friend and I were thinking about making a free anime website/forum.

Problem is,we have no clue how.please help!!

I made a fishing forum from this site and they were great in helping me set it up,it was free and they host it.

I don't know either, but sign me up for a charter member of any site you could come up with, I know Yahoo advertises "your own web site-"or "domain name" for 5.99 a year or something like that, but actually creating it????
