How do i make a moving picture?

how can i make a video turn into juss a regular picture like that? i would relly like to kno! somebody please help!!!

http://www.download.com/Video-AVI-to-GIF... would appear to be what you're looked for... it'll take most videos and convert them to GIFs (that's those moving pictures you're talking about).
