How do i make a pic of me blink different colors using paint.net?

i only have paint.net but if theres any other websites i could use??

also if i can do it on paint.net id like to know how....step by step instrucions cuz im slow xD

I tried typing in paint.net and it didn't come up as a real site or anything so if you could gimme a link i'll mess around with it to find out how you can do that- i'll seriously try and figure it out.
