there's a cool book about this that i read years ago called Psychic Warrior. although the book is fiction it has some very interesting concepts on using remote viewing as a weapon.

I also read some information on the Internet about this subject when I was doing research about the United States mind control program called MKULTRA which took place in the 60's.

Edit: it is obvious that my instruction makes no sense. The point is that there is no such thing as "psi weapons", because there is no psi power. At all. You cannot master this non-existent technology, you might as well have asked how one tames a pink unicorn. It seems the irony has missed you somewhat...
