This is the best website I know of for tutu instructions.  It has a tutorial on the site, then has a video tutorial link at the bottom of the page.  I've used these instructions for making a tutu for my Grandmonster, they're quick and easy.  The only thing I would change is the amount of tulle, I ended up using about 5 yards.

  7. i just know how to make one handmade form stuff around the house take a leotard and a skirt that's to short for you  and sow the two together if you dont have a leotard or can use a pair of those work out under ware pantie things they were and theirs your homemade tutu hope it helps

Measure your hips (or the hips of the person who will be wearing the tutu.  Multiply that times 5, and then divide by 3 ... the resulting number will be the LEAST amount of nylon netting you will need (in yards)... you may get up to three times as much netting as that figure if you want the tutu to 'be stuck out' more and stiffer.  Buy that length of the color tutu you want.  Buy 1/2"-1" wide ribbon and get AT LEAST three times the measurment of the waist.  Carefully cut tiny slits in the netting with at least 1/2' between the end of the slit and the top of the 'skirt' and make the slits about 3-4" apart.  Carefully weave the ribbon through the slits, over and under, leaving the same amount of ribbon at either end, with the netting 'gathered' in the middle to measure the same length as the waist measurment plus 3 inches.  When this tutu is put on, there should be an 'overlap' ... there's no need for a seam, since nylon net 'clings' to itself.  Take one end of the ribbon and put it through two slits on one side, and on the other side, only one slit (so BOTH ends are on 'top' of the fabric.  Wrap the rest of the ribbon around and tie in a nice bow on the other side, then tie the loops over (basically, a 'double knot' as is taught to children tying their shoes).  If you breath in when tying, this 'tutu tie' will give you enough room to breath well, and the tutu will stay on properly.

    This is not a 'professional' tutu for a professional ballerina on stage, but this is the basic 'pattern' my grandmother was given when I was to wear a tutu for a ballet recital by my ballet class.  I've made them too ... for my daughter, and for my oldest son, who INSISTED on being a 'ballerina' one year for Halloween.  He's now grown, the father of two daughters, and HE makes their tutus for their ballet recitals ... his wife can't sew!
