How do i make an Effective and competitive E-hero Deck?

OK. my best friend wants me to make him a evil elemental hero deck.. but he specified that he wants it to be based around Elemental Hero Mud-ball man. Can anyone help me...? I'm used to making other decks. but for some reason.. i cant get the main effect of these decks. any help would be appreciated..

also.. can you make it Advanced rulings as of the 13th.. with the new rules from 5d's...?

Well you can find them easily in the Jaden Yugi booster packs where there are three of them to collect.

It was based around abusing stratos' ability with skyscraper 2 hero city, use 3 oceans and 3 wildhearts, and throw in whatever you need otherwise
