Your account has to be at least four days old and have made 10 edits before you can create a page. First use the Wikipedia search to make sure an article doesn't exist already. Add the name of the article to the end of this link http://en.wikipedia.org/wik/ and, if there's no article with the name, you'll have an option to create a page.
