How do i make icons and sayings????

Question

i want to make icons and stuff like they have on photobucket and iconator and suchh.....

how do i do so???? i dont have photoshop.... and i dont wanna buy any software.... if i can download if on the internet, im game... but im not buying anyhting.... HELP???

if you want the image to say something, i think the only way how is to get adobe flashmaker, but that costs money (unless you get it illegally). for icons, you can get something called GIF maker or look on google for some program that creates GIF images. ill tell you this though, it takes a REALLY long time to make a gif (unless its crappy)
