You have to buy the domain, and also make sure that it isn't being used. Yahoo can host your domain fairly cheaply ($10 year) otherwise you'll have to host it on your own system/server.

You need to purchase a domain name. That costs around $8. However, that's not it. After you buy the name, you need hosting in order to get the website up.
