Well it depends - are you making this website to make a profit or is a website for fun?

If it is for profit then you need a sizeable amount of money to pay for a domain name - you then get a web designer to create your website for you (or you could do it yourself).

If the website is for fun and non-profit then I suggest a website like http://www.freewebs.net or www.wetpaint.com (or you could search for website creating websites on Google). These websites are good for making your own page where you can do more or less what you want.
