How do i make this in adobe illustrator?

I like how they look cartoon'ish. I just recently got illustrator and i really don't know much about it. I was wondering how I can do something like that to one of my pictures? any help would be appreciated. thanks!

1. Draw on a piece of paper what you want to create.

2. Scan it and bring it to illustrator by File-Place.

3. Draw along the scanned photo with pen tool.

4. Make several layers to color different parts of the body.
