How do i make videos into a negative-like feature?

I wanna know how to make both sound and video in a video into a negitive-like format. Heres an example of what i mean:

That is done in post production. A decent video editor will have this capability. Apple iMovie or FinalCut Pro, Sony Vegas... most likely others. This has littel to do with the camcorder.
