I always go to thrift stores and pick up cool items, and sometimes furniture that can be refinished or painted.  You can paint your own wall art, sew your own drapes or pillows, etc.  Make a plan with what you want to do and some of the accessories you want for your room, and every time you stop by, see if you can find something to match.  I redid my living room for under $700, ($300 for furniture slipcovers.)  Most of the things were handmade, and a lot of the decorative items were found at the thrift store.
