  1. I recommend purchasing a powerline kit that has a wireless extender.  You can use something like this: http://www.newegg.com/Product/Product.as...

  2. Yes, the wireless router have to be connected to the modem.  This is the only way you will get connectivity.  That being said, try this:

    1. Move your wireless router as high as your can on the lower floor (on top of a bookcase).

    2. Can you move the setup (router and modem) upstairs and place the router in low area to reach downstairs?

    3. Purchase an access point and place that upstairs.  This will boost the signal upstairs.

  3. You need to link the wireless router to the modem but if the modem has a standard ethernet link you can simply buy a longer cable.

You might (depending on your router) be able to take the aerial off and replace it with a high gain one, they are not very expensive and can sometimes help.

you might be surprised as well how little you have to move some routers to get a better signal, I know someone who couldnt get a signal in their kitchen simply due to the fridge being in the way, they moved the router about 2 feet and it bounced the signals a different way and all was well.
