You will need to either convince the local government to provide funds for the facility, the books and the staff to run the library, or gather enough donations from local people, local businesses and NGOs/nonprofits in the area to establish such. It's easier to try to establish this library under the auspices of an existing organization than to try to form a new organization to launch it.
