First...join freecycle.

The rest will be self-explanatory.

First join your local freecycle group.  You can do a search on http://www.freecycle.org for a group in your area.  Once you find the group, click the blue "Join this group" button to join.  Some groups require moderator approval to join while others you will be a member immediately.

Once you are a member, you can post a message from the group by click on the word "Post" under Messages in the left hand menu.  In your message, be sure to follow the freecycle format, so that your subject is "OFFER: your item, Yourtown."  That's it!
