How do i register a custom chopper in wisconsin?

Question

i recently bought a customized chopper, the entire bike was put together from seperate parts so there is no manufacturer. The person who sold me the bike only left me with a notorized bill of sale. The bike has a vin on the frame and i think another one on the engine. He left me with no title and this is all the paperwork i have. Also any idea what requirements i need to register the bike and what parts need to be on the bike to make it legal?

Milwaukee here...  you can't register it w/ out title and if the vins don't match.
