How do i register for a web site with yahoo. I would love to register in the small business category.?

I would love to create a website for a women focused charity and we are prepared to pay the minimum amount since we are a relatively new organisation. We saw an advert for hoisting at $11 per annum but we cannot locate the site on yahoo for Uk and Ireland. Please give us directives as to how to access the site.
