How do i remove oil based waterproofing from vinyl siding?

The only way to remove it that I know of is to sand it off, but that would probably ruin the siding. To cover it up you can use oil based primer and then paint it with whatever you wish; oil or water based paint.

Wow, major issue. Why in the world would anyone have to use any waterproof coating over vinyl siding?

   What reason is there now to remove it? How large an area is this oil based substance covering?

It may come off in the process they use to recycle it,(the siding), but I doubt it.     It may be easier to cover the entire surface, so it is uniform.
