  1. How is it that you are a US citizen but both your parents are not? Why do you need to renew your passport? Are you planning to travel somewhere? Who is responsible for you in the USA at present? You should ask your parents to appoint someone else as your guardian during their absence. You may need to have lawyer ask a judge to appoint someone.Your parents should not have left you alone without arranging for someone to be legally responsible for your welfare during their absence. They could be in trouble for not doing that, if they ever get back into the USA. May be a judge can sign the form for you, but you would have to ask the passport office about that..

  2. I got my U.S passport in 05 and it will expired on 03 Oct  2016.If you read you passport there'r website and phone #'s on it.You can contect for info and I am sure you can renew your passport without you'r parents.I am sure you live with someone who's over 18 which doesn't have to be your a guardian. If your parents are not U.S citizen  how did you became a citizen? Your parents came and lived in U.S so you could be born here and become a U.S citizen? And Left you in U.S and their visa got expired and they had to leav? And they did.LOL.

  3. come back to your question, by editing it,

tell us in which country your parents are?

    because you could get an affidavit from them, in the consulate of their country in the US ;

go to this page for now :

My child who is under 18 needs a passport. How do I get it?

    If your child is:

    Then....

    Under 16

Your child must appear in person.

Both parents or legal guardians, can apply for your child.

Both parents or legal guardians consent is required for minors under age 16. ( See Two-Parent Consent Requirements .)

Both parents or legal guardians must show current, valid ID.

    age 16 to 17:

Your child must appear in person.

Your parental consent may be requested.

    ps:

you cannot apply for your passport by mail, you must appear in person,

in some cases? the clerk will let you apply without consent of parents, since you are in the 16 and above age.(but you must appear in person)

do you already have all the necessary documentation?#  birth certificate # pics and all?

if you are not allowed to apply alone? your parents(one of them) will have to sign your application,

by sending the form to your parents, have them sign it and send it back to you.

are you staying with an adult ? family? relatives?

please come back to your question, i will check with you again............
