do you mean you want to send them Instant Message

if so,

go to your Yahoo Messenger page, click Actions > Send Instant Message > Other Contacts > and type in their Yahoo ID > type a message and see if they are online to reply you or not

You have to know their email address first before you can invite them to Yahoo Messenger.  Hope that helps.
