How do i sell an item on Ebay if the reserve is not met?

I am selling a car and it seems that the reserve will not be met, is it possible to sell the item to the high bidder even when the reserve is not met.

Contact the high bidder and see if they would still like to purchase it at the price they bid/

I think you can send them a second chance offer after it has closed.   Or you can lower your reserve if you haven't exceeded the time allowed for changes
