  1. Both previous answers are good, only thing is that NAT Translation in windows with a crossover network  makes problems quite often. All depends what is your system to connect the Web. If you use dial-up modem by phoneline, NAT is the only way to do it. Note that you can buy a small network hub and use simple lan cables to connect to it. In case you connect 2 network card together from one to each other you need a crossover cable. in such a cable there are two wires crossed sine the exit pin an one computer is equal to the entrance pin on the other one. Such crosslink cables can be bought but are not available in every computer-store.

Concerning NAT translation or better said Internet sharing between 2 machines, use windows help to do it, they explain this quite good.

On the other side, if you use dsl or cable system, just buy a router and connect the line with it. All routers have a 4 port hub included, so you just connect your 2 machines to it by a straight Lan cable. It is useful to buy a wireless router since it gives you the Wifi advantage included.

  2. you need a router

  3. one computer already connected to internet isnt it?

now, make sure there is a network card installed in each computer, so u can connect the first computer to the second one by crossover LAN cable that u can see in the link i provided

    i hope this will useful
