How do i stop an 800 service that keeps calling my phone?

Freaken 800 service keeps calling my phone, but then never answers when i pick up? Why is this? What is an 800 service and how do i end it?

 I have had this same problem for several years, and I am on the donotcall list. You can't talk to anyone because nobody answers it. If you don't answer it, the answering machine will record a blank message, which you have to delete several of every day. The only thing that shows up on Caller ID is "800 Service." I cannot see how anyone is making any money on this since there is never anyone to talk to. It is simply harassing people.
