Not sure if you are talking housing association or council flat. If you go to your local council housing office they will have a folder with all the swops. there may even be an online company, think it might be called homeswops or homeswaps. Whatever happens remember this is a free service and don't pay if anyone asks for money just trot along to the main housing office for your local council housing offices and ask them for the mutual exchange folder.
