How do i teach my alexandrian parrot to talk. he aint made a sound yet ?

we have had him 3 weeks and the bloke said he was starting to talk,im getting worried. thank you

He's probably still getting used to his new environment.  Did the bloke tell you what the bird was saying?   If he did then just keep saying that to him.  Here is a link that might help you
