How do i tie a life buoy?

hi, i am required to tie life buoys to a bridge. is there any proper way to do the tying? if there are any links to websites regulations on the setting up of life buoys it would be appreciated to link it here. thanks

If there is no bracket then you would use a Reef Knot or a Bowline!!!
