How do i turn a picture into something like this?

Lets just say i took a picture of spray paint and i made it look like this: http://i106.photobucket.com/albums/m267/lilcolombianito8/z105774351.jpg

How would i have done that? Do i trace over the original picture?

It can be done in a few ways. You could import the image into "Illustrator" and change the photograph into a drawing and then add more details to it.

Something similar can be obtained with Photoshop. Just experiment with ->Filters->Sketch->Charcoal. Try also F->S-> Graphic pen etc.

Open Photoshop, and select Filters. A menu should come up with different submenus of choices of effects. They are categorized by type. Try some out and see what effects you like.
