if someone blocks you then you can not get through unless you call from a different number.  Your number is blocked and probably for a reason.  If you really want to get through, get a new number or call from another number.

You cannot. If someone blocks you with a land phone then that's that. If it is a friend and there is some s***w up then ask them to unblock you but  otherwise you're toast.
