How do i unblock/unlock my BT phone line?

Question

I have somehow managed to block my BT home phone line and cannot make outgoing calls (incoming calls are fine), but when i spoke to BT about this problem they say there is nothing they can do because its not them that has blocked it.. what do i do, i need my phone line back asap!! can anyone help please...

This will cancel the barring of outgoing calls
