How do i upload a picture off a phone?

It depends on the phone, my phone has this cord that lets me connect it to the computer to transfer pics and vids.

Or if your phone can send messages to an email, you can send it to your email and then have the pictures on the computer.

If you want to send a picture from phone to phone, you must have Bluetooth turned on on both phones. Once you have it connected you select the file you want to transfer, then select via Bluetooth. Then the phone will detect the other device, if that is the correct device select that one. It'll start to connect and will send the file you have selected immeadiatey.
