  1. It's not actually the lightbulb, but the energy source we use to power the lightbulb, a.k.a. fossil fuels, that generate the gases. Greenhouse gases, particularily carbon dioxide, are a byproduct of the burning and consumption of fossil fuels. A meesly little light bulb, though, doesn't take that much energy, so it doesn't emit much CO2.

I'm assuming you're referring to the many legislative acts across the country and the world which are trying to ban the use of incandescent light bulbs.  95% of energy used to power incandescent light bulbs generates heat, rather than light.  This is inefficient comparable to alternative forms of light such as the fluorescent lamp which can yield 7%-15% light over heat.  This is also the reason why incandescent light bulbs are unpopular in commercial and public buildings.  The heat generated by the incandescent light bulbs would increase the use of air conditioning, thus further increasing energy usage.  In regards to greenhouse gases, the energy source used is what is releasing these gases (a power station).  Because of the inefficiency of incandescent light bulbs and the possible extra energy needed to deter the heat that it produces, their use can can lead to an unnecessary increase in power which results in an increase in greenhouse gases generated.

The burning of fossil fuels is still used to create most of your electricity.  The more electricity you use, the more fuel is burned, and the more CO2 (among other green house gases) is released into the atmosphere.  So the light bulb itself releases no such gases, but the electricity used to keep it running does.  There is a push to use more energy efficient light bulbs to lower electricity usage  - like compact fluorescent light bulbs.  You can find these at many stores, including Wal-Mart and Target.
