How do make the picture file smaller?

Question

i saved 2 pics as jpeg to make it smaller. 1 went from 4mb to 44kb. thats awesome.

but the other one went from 4mb to 770kb.

why? i want it to be around 40kb like the other one.

what did i do wrong?
