How do me launch a manned mission to the moon using only car parts and ballons?

Will I need to bring food and beer?...Do I need a permit?....we will be using Hydrazine and liquid O2 mixed with RDX cyclonite for extra kick...I'm one heck of a welder...pics on-line

are you wanting to live there or return? you may need to leave the food and beer here.

if you create the cartoon and plan to depreciate for taxes and/or if you plan on receiving income for the strip, a permit is probably needed. check with your county court house.

oops, after reading your ingredience for fuel you may not need concern yourself with beer, maybe call 911 and tell them your plans! lol  :)

I'm assuming the majority of your question is intended as a joke.  However if you launch from the United States you do need a permit from the U.S. State Department to conduct operations in space.  This is to ensure that you understand and agree to be bound by the treaties governing the use of space to which the United States is signatory.
