I believe it was originally a Brothers Grimm tale, and like all of their stories went through the meat grinder until something more pretty and acceptable came out.

Cinderella was a folk tale in medieval Europe that took on many forms. The most popular (and the one Disney based his story on) was first written down by Charles Perrualt in the late 17th century.

Other versions include the more graphic (and minus a fairy godmother and glass shoes) was collected and written down by the Grimm Brothers in the early 19th century.

So the story was not created in a way, but evolved through centuries of oral tradition before being written down.
