I guess you're really asking about the International Code.  Try 0011 + 1 + area code + Local No.  On a mobile phone you can use ++ instead of 0011.

Get their international number and send the txt or call them as you would normally.

I.e. Australia's number is +61 so if you live in NSW for eg. [phone] (example of a number in Wollongong, not my number)
