By repeating words constantly around him and by being patient. The parakeet also has to be willing to learn. You should try putting a mirror infront of him. He might try to repeat the chirps and stuff. Make him feel like hes a human then as you say words he might say them too .

Make a tape recording of what you want the bird to say and play the tape recording over and over to the bird ...... = )
