How do permannet residents bring their child with down syndrome from another country?

I know a couple who have been permanent residents for about 4 years and their adult daughters are in another country awaiting their approval once the parents become citizens after 5 years. All along they have a 24 year old daughter with down syndrome who is being cared for by aunts, and who is also on the waiting list. They were recently told there is a new law that passed where they can bring theyre daughter over on a special visa and she can wait here for her appointment.

  1. In Canada a family would not have been allowed to emigrate here with a downs syndrome child because the child will be a huge drain on the health system. Also now that the child is over the age of 22, she is no longer a dependent and may not be eligible for sponsorship by parents.  


  2. There have been absolutely no "laws" passed on immigration.  Perhaps some politician attached an amendment to unrelated legislation that I'm not aware of.  You should consult with an immigration attorney for advice on this matter.  I recommend you use one who is a member of the American Immigration Lawyers Association as these attorneys will be totally familiar with the latest changes.
